Основной элемент финансирования муниципалитетов, обязательные платежи физических и юридических лиц, поступающие в местные бюджеты. К ним относятся: земельный налог, налог на имущество физических лиц. налог на рекламу; налог на строительство объектов производственного назначения в курортной зоне; лицензионный сбор за право торговли винно-водочными изделиями; сбор за право торговли и некоторые другие налоги и сборы.
